European Benchmarks is a continuation of IFMA's facility management benchmarking efforts. IFMA started collecting benchmarking information in the 1980s and has published five reports. The first report was published in 1987, and the most recent, Operations and Maintenance Benchmarks, was published in 2001. All of these reports were composed of data collected from IFMA's North American members. This is the first report derived from information provided by IFMA's European members.

This report was conducted under the guidance of the late Walther Moslener, CFM, IFMA Fellow. His work on this report was part of his large legacy to the facility management profession. IFMA's research staff drafted the survey in English using similar questions used in North American benchmarking studies and developed new questions. Once the survey was developed, it was translated into Dutch, French, German, Italian, Spanish and Swedish. The translated versions were reviewed by members in Argentina, Germany, France, Italy, The Netherlands and Sweden to ensure accuracy in the translation. The survey was mailed to all IFMA members in Europe in the spring of 2000. In addition, surveys were sent to members of other affiliated organizations such as FMN and SEFM.

More than 100 surveys were returned within a six-month period. A total of 105 surveys were used for analysis; however, very few of the respondents were able to provide all of the data requested. Not many of the surveys returned provide FTE allocation therefore this could not be covered in this report. Every effort has been made to ensure accuracy. Staff reviewed all surveys prior to entering data and contacted respondents for aberrant data. Despite this extensive effort, IFMA cannot assume responsibility for errors from research of this nature.
